Put some in a relatively hard container with a lid/cover and a little water. Shake, not too hard, not too little. Shells come right off. https://youtu.be/FkWISKfgqZ0
I always have a hard time with this, always end up with some cracking inside the pot while steaming and making a mess.
Isn't this why you poke holes in the eggs on the more rounded end? Its so as the egg cooks and expands it pushes out the air in the airsack. Otherwise the egg will crack / burst open.
My dad bought a no-name brand and they give a little measuring cup that has a stubby needle on the bottom for you to tap the eggs to make the hole.

1 cup water, a splash of vinnegar.
5 minutes for a hard boiled egg. Quick release and then cool on water for an easy peel shell.

I will say to put a small crack after it is done before placing in the ice bath. Makes peeling easier.
