Power supplies are usually overestimated. IMO for an average mid to mid-high range gaming PC, 650 watt psu is enough for this card.
Use this tool to calculate your system needs. For my system with a ryzen 5600x and if I use this card the max load is around 500 watts. whatever your max load is, add 20% and there's your recommended psu, wattage. So basically my system with this card require at least a 600 watt psu.

I wrote entire paragraph about $600 being too high for a discretionary consumer electronics which saw 30-40% fall in purchase orders last quarter. There is entire and very well written report on the topic. There is logistics and political risk in sub 10nm silicon also, and GPUs fall into that category as well. So, right now prices can widely go in either direction. The only sure thing among the industry now is that prices will not stay stable.
This is a good price for 6950XT at the moment. I am looking for this card, but I want Sapphire.
You are absolutely right that the 6950 xt is surely going to be the better buy. Not just in terms of frame rates, but also longevity. These are expensive GPUs and if I'm spending that much on a GPU I would like to get a few extra years out of it. The RTX 4070 will surely show its age faster due to the lower VRAM.
So you are correct in terms of performance. However, I do agree with the sentiment that it's worth waiting for RTX 4070 release. That's because the RTX 4070 is indeed going to compete with 6950 xt since they'll be in the same price bracket. It's quite possible 4070 won't have any pricing impact on 6950 xt, but at the same time it's not outside of the realm of possibility. A lot depends on how NVidia prices their card. Knowing NVidia, they will probably have ridiculous pricing. However, in case they hit slightly palatable pricing, it will surely put pressure on AMD. For better or worse, NVidia cards sell a lot more than AMD ones, and so AMD generally has to rely on value proposition of their cards. If NVidia hits (relatively) decent value, AMD will have to respond to increase their value proposition.
Personally, I'm thinking of building a system this year. Most probably I'll go with 6950 xt (unless AMD releases a next gen alternative that compares favorably, or if 7900 xt somehow drops to $700 while I'm still deciding). And even though I'm not going to even consider RTX 4070 (not because I'm on the AMD camp, but simply because I'm afraid of the VRAM bottlenecks in 3-4 years on NVidia cards;, with its release imminent it still makes sense to wait and see what happens. My hope is that due to pricing pressures, better quality third party 6950xt cards like XFX which are $650 right now will drop to $600.

Hard to decide for 1440p, save with 6750xt, this, or next gen.
TFLOP is more direct, standard metric to measure performance of processors without all the noise. From my pov, it's the primary job of what these processors are supposed to do at the end of the day, but of course vendor and app developers need to do a good job to take full advantage of that.

RTX4070 reviews are out. More balanced, well rounded measurements below. 7800XT should be coming out as well so I don't see how 6950XT can hold onto its current still inflated prices.
