the paint/dye - how do you know it's safe, even for a mug that you only drink old drinks from?

Ceramic glazes are typically non-porous, which is why porcelain lined pans are an alternative to Teflon for non-stick. It's basically glass at the outside layer, which is why you get novelty mugs with temperature shifting inks or glow in the dark inks. That stuff is not safe to eat, but under the glaze is fine. If you're comfortable drinking from cheap glass or plastic cups, this is equally as safe. Treat it the same way, too. Don't microwave, and it's probably hand wash only. The glaze is probably as thin as they could get it and still legally sell it. I'll use novelty mugs like this till they chip, usually a wash or two, and then they sit at the back of the cupboard for a good chuckle every now and then.
