All of the discount gift card deal sites scare me. I only buy if I have an upcoming project (within a week or so). These 10% off Lowe's come around so often it's not really necessary to stock up and hoard if you have no plans for using them soon.
I haven't had issues with them but I never held them for more that a few days.

Lowes wallet, does that convert the GC to an account balance, in effect draining the GC ? Or is it merely online storage of the GC number/pin, which could then still be subject to unauthorized use.

I have the same question. Got a big purchase coming up, would take 10+ cards. I don't think you can use that many online at once.

No, it doesn't convert it/claim it. Anyone with the gift card numbers can still redeem/drain the gift card.
So i guess in general for these gift card deals I would try to use them as soon as possible and not hold onto them long term.
If you want to turn these into gift cards you can hold long term you can make a online purchase with these discount gift cards to be shipped then cancel your order. This will wipe out the balance on the original gift cards and Lowes will snail mail you a new lowes gift card that you can hold as if you bought it from instore.
I've done it before but only for like $200.
