Forgive my ignorance but is added caffeine normal for pre-workout supplements?

Yes.
That's the point of taking pre-workout.

Nuts, the rest of the ingredients I can see but I have always been told (from military to sports to weight training) that caffeine is bad prior to pretty much any high intensity activity ...for countless reasons.

Guess I am just behind the times.

I got this last time and it works well for me. Without searching, caffeine is one of few proven legal stimulants and what usually gives that kick needed.

lol countless reasons? I can't even imagine who would have told you whatever you've been told.

Caffeine altering BP? Increasing HR? Increasing chances of dehydration? Energy dips / lows once the caffeine wears off? Reactions with other stimulants? Dizziness (always good during heavy lifting)? Shakes? Dependence on caffeine not being healthy in general? Should I keep going?

Again, may have some great preworkout benefits (taking your word from it), however historical logic and medical recommendations seem counterintuitive to that theory. Perhaps there could be some truth on both fronts?

Caffeine is used to tolerate pain. But it's dehydrates. So use however you like
