It would be whatever the rates are at the time. You'd be getting a new CD.

It's tough to predict. For example if it's 5.5% for 12 months and rates drop severely where after the 12 month maturity, all you have are 12 month CDs at 4%...then a 5% for 24 months may have been better if you consider the entire 24 months as a whole.
Many indicators are that rates will flatten out and then within that 12 month timespan you mention drop a great deal. If you look at many banks, the one yr is much higher than 2-3. So the world banking market is planning for that. With thatbeing said there are plenty of great rates to be had now on cash for CDS, Treasuries etc.

Is this legit? Will my money end up in a black hole?
As long as the bank is FDIC/NCUA insured your money is safe. If you are looking for short-term CDs at various APY rates savebetter website is a good place to check.

5.5% yearly return. You won't get 5.5% of the $15k.
Newb question here. What's this type of math mean in actual dollars?

5.5% yearly (and monthly) on $10k you'd walk out at the end of the 9 months with ________?

As per the website in order to open this account at NASA FCU you need to satisfy their conditions first. If you are not a NASA employee or have relatives in NASA then you need to get NSS subscription. By opening the account NASA FCU gives you one year of NSS subscription free however its just for one year. Not sure what happens second year onwards. Their yearly subscription fees is quite high. Do we need to maintain the subscription if we want our accounts be active at NASA FCU?

I applied for the account. It's been over a week and still pending. When called to check the status, all I'm told is to just wait.
Good luck.

What? What bank is it?
wealthfront.com. They partnered with 10+ banks to spread your money out to offer great interest. $2M insured and great saving rate with no minimum deposit, no lengthy lock like CD and beautiful UI/UX site/app. Do your research on it and you'll see many positive reviews about it. I've been earning $1k/month on passive income for $20k saving.
