I nearly exclusively use OLED laptops, 60Hz is an absolute deal breaker and very noticeable.
A 3070 mobile can hardly play anything at all over 60 fps at 4k.... Maybe not even league of legends.... It's a complete non issue.

I have a 3070ti laptop with an i9 and it is rare for it to get much higher then 60 fps at 1440p in most newer games.
It can't even play eldenring at 4k on my TV over like 30 or 40 fps.
The new Batman game plays at 30 fps on the new consoles.

Like Jesus dude, even monster hunter world can't play on the series X or ps5 at 120 fps after it was updated and optimized. It has a 4k 60 fps and 1080p 120 fps performance mode option.
Anything that is even remotely graphically demanding plays at 30 fps or 60 fps at 4k. And your lucky if it gets stable 60 fps minimums with no drops below that. Some games have a 1080p 120 fps mode and of course thier are some games that can do 120 fps at 4k.
But they have made it pretty clear that moving forward, not to expect 120/4k for awhile now.
And I have a 3070ti laptop. It absolutely cannot do 4k 120 even on games like Fortnite. It can't even do 120 at 1600p with lowering graphics settings really low. Medium or below.
Typically, at 1440p on high/ultra, you are going to be in the range of 40-80 fps depending on the game.
E sports games on low settings and lower resolution then 4k and some older games are the only things you are going to be playing at 120 fps on a 3070ti and it's still gonna be hit or miss.
If you really care about that, you should be looking for 1080p laptops, there are some decent ones for people that want higher fps. Alienware has some good 1080p screens paired with 3080 and 3070ti gpu's
