Stream is better unless you are in a very windy environment. Yes, there always is some blowback—windy or not—but that's just an inherent flaw with pepper spray. Carry a sudocon wipe if it really worries you. Stream is harder to see coming, has a reasonable spread, and if you hit the attackers hair/forehead it will run down into their eyes, nose and mouth—getting past eyeglasses/sunglasses. You instinctively have a sense of how stream trajectory works since you have a lifetime of using water nozzles, water toys and the stream function on bottles of clorox and the like. Gel travels differently and it's hard to find inert versions for practice.
So does this mean gel is worthless? No! Get both stream and gel. Carry stream most days, and switch out to gel when it's windy. Put a sudocon wipe in your wallet in case of blowback, and if you're asthmatic carry your inhaler or a couple tiny bronkaid tablets
edit: Also these keychain models are the bare minimum. They're very low-pressure and "25 shots" is outrageously optimistic. A 2 oz+ sized can from Fox Labs or Sabre is recommended. unfortunately women's clothing isn't very compatible with a larger can and puts many users at a disadvantage.
Finally, check the exp date on your model. These lose pressure over time. If you've ever used a can before, swap it out for a new one. not just for pressure and the fluid but also because nozzles can clog up, especially the little keychain models
