By nature of how this is manufactured, it won't resist scuffs or scrubbing or in many cases, maybe even fail with just a wet paper towel.
If this is your case, the way marks and scratches get "absorbed" into the paint, there isn't much you can do to recover the paint like you might with a car. You can try and match the paint with a quart of the same junk and with a tiny 1" roller, just put barely enough over it to hide it (barely any on the roller and feather it out).
Landlords have been known to deliberately use this cheap crap for a variety of generally bad reasons.
