"Theft and loss coverage requires you to have Find My enabled on your device at the time it is lost or stolen and throughout the claims process."

So this makes it worthless because any thief will disable that

Doesn't matter. According to others who done it, Apple don't refund you the entire value. You usually get around half of that back since this was purchased as a bundle rather than a separate add on.

It needs to be within the selling price range Apple sets, anything lower, the place that sold it has to eat the cost.

It is impossible, to my knowledge, to bypass activation lock on an iphone. Only Apple can unlock that phone.
