Withholding is totally irrelevant to qualifying for the credit.
If you're unclear on this go read a 1040.
The part where you compute tax liability is lines 16 through 24.
THAT is where the $7500 EV credit comes off.
Your withholdings aren't even looked at until after that on line 25+
This is also not correct.
The Child Tax Credit is worth a maximum of $2,000 per qualifying child. Up to $1,600 is refundable for the 2023 tax year.
Refundable credits are computed AFTER non-refundable ones-- so the CTC is only "worth" $400 off your tax burden for these purposes- the $1600 left is refundable.
Thus if you had say $7900 in tax burden and one CTC and one EV credit, your tax burden would go to $0 and you'd get a full refund of the $1600 refundable part of the CTC

Doing a warranty repair on the first gen infotainment would've just swapped in a new 1st gen unit like any other legacy repair, not upgraded you to the much more powerful 2nd gen one.
Once again you've misunderstood the entire point, content, and details, of the post you're replying to in your zeal to confusedly jump up and down about how much you hate Teslas.
Also, everyone who was out of warranty, had the emmc issue, and chose NOT to upgrade to a next gen system got it repaired- even out of warranty- for free
Those who did it themselves before this campaign got reimbursed, in full, after the fact.

I'm not entirely clear what you're trying to determine aftermarket support for.
If you want to just upgrade the sound of the stereo (though it's already better than the Mark Levinson system in my Lexus was stock vs stock) you can just swap the speakers for ones more to your personal taste.
There isn't a traditional "stereo" to replace though like there was in your 2012 Lexus. The infotainment system is a literal PC running Linux with a touchscreen... the 2nd gen one the really old Teslas can upgrade to is Intel based... and the 3rd gen system now coming in new cars is running an AMD Ryzen.
Also, what's the latest on the Project Highland revised Model 3? Should I hold off. Key points for me would be price, features and whether it's still eligible for the Federal rebate.

There is no latest other than "it's probably coming later this year- with nothing but unconfirmed rumors on features (either adds or deletes), nor date, or price"
That said there's no reason I can imagine it wouldn't qualify for the full federal rebate at least through end of 2023 given every version of both 3 and Y qualify today.
Might not be the case for the non-US battery trims next year, but again there isn't enough info to know that for sure.

I know a lot of folks will say well I'm not going to use Full Self Driving so I don't need HW4, but unless you plan to keep the car forever, resale value will come into play at some point and HW3 will be worth a LOT less.

Current HW4 cars actually have fewer cameras- but they're higher resolution ones (they reduced the # of front-facing cams from 3 to 2)
