Regarding the display brightness, HP, not sure why, has been downplaying the brightness for last 2-3 generations for Omen 16 and 17 series as reviews found out that always the brightness go way over 300 nits. Notebookcheck.net has already reviewed this 2023 model with RTX 4080 with exact same panel and CPU and found out the max brightness is over 370 nits. The panel being used here is BOE BOE09BF.

It is more or less a low powered desktop 4080. There are plenty of comparison videos available in YouTube which you can check.

Does this actually have desktop performance power? Like an actual tower PC?

That depends on what you have under the hood of your tower PC. But in general, the CPU performance is very very close to a desktop i7-13700K and the GPU is slightly lower than a Desktop RTX 4080 and hence actually more powerful than most of the tower desktops people have.
