As you can see in the article DDR5 clearly had better memory bandwidth but.. it actually has much higher latency. Over time, i am sure DDR5 will get better and better but it does have limitations at the moment. For example, DDR5 at speeds other than 5200 or 5600 often have trouble on many motherboards. If you manual tweak it they often can work but detected settings are often iffy.
That being said.. certain applications do like more memory bandwidth like 7-zip or handbreak. Most applications like office, photoshop, premier or games are much less memory bandwidth sensitive.

So for 5200 DDR5 vs 3200 DDR4 your looking at a 2fps difference in farcry 6.
So is DDR5 better? sure but the difference is usually pretty small.
PC part picker:
2x16gb DDR4 3200 cas16=52$
2x16gb DDR5 5600 = 71$
2x16gb DDR5 6000=78$
So for $20 more you get roughly similar performance.
IF the mobo and CPU are the same price then i would go DDR5 for the 20-30$ difference.
That being said, 250$ for the 12600k and a z690 mobo is pretty solid.
