Gigabyte has been having a lot of problems with their graphics cards physically cracking near where the card hooks into the slot. Seems the printed circuit board is really flimsy, so any wiggling or sagging on that part of the card could cause a crack which will make the card a paperweight unless it undergoes repair.
We're talking 1440p? It'll probably be okay, unless you're hoping to get 100+ fps across the board. If that's you're game, then you'll need to get one of the big guns.
i see 3070 going for 280 on ebay, benchmark shows the 4070 is only about 20% faster and also slower than a 3080, and 3080 is going for 450 on ebay, besides the power draw and next gen DLSS, what am i missing?

less heat, less noise. tsmc tech instead of garbo samsung stuff. more warranty coverage.
But really if you aren't using it for stable diffusion or machine learning stuff you really should go for amd. And if you got an 24/7 AC running you should really consider 3090 for those tbh.
not gonna pretend 40 series prices aren't shit cuz they are, but 4070 isn't the worst choice out there for some of us even at msrp. 4060ti 8gb on the other hand....

I would probably play Forza and like Fortnite
If I were you, instead of aiming for a 4060, I'd be looking for an RX 6800 or 6800 XT on facebook Marketplace. They're faster and they have 16GB memory which is becoming really important in some games. I picked up an RX 6800 for $320 on fb near me a couple months ago. And I got a 6900 XT yesterday for $450.

Amazon has the XFX 12GB Radeon RX 6750 XT for $389. Probably the best deal out there for someone with a budget of $400 or less since Nvidia is only offer 8GB at the price point...

It would be crazy to get this over a 6800xt or a 4060 over a 6700xt.
I have a 3080. You can probably get a used 3080 around 400 and it's a good card. It only has 10gb of vram tho.
