Yes, soft-capped means your internet doesn't stop completely.

In this case, the data will be very slow but with patience you'll be able to use messaging apps, receive emails, load maps, etc.

That said, I recommend MobileX (Verizon MVNO) for your use case - since you'll be using it for business, and don't need the roaming. It's about the same price.
I looked into mobileX and it does sound viable for low data users. I posted a reply in the only mobileX thread I could find. https://slickdeals.net/f/16478041-mobilex-unlimited-mobile-service-starting-at-20-20?v=1#

I was thinking about using this for my 2nd phone. The phone I use only for work calls and such. Would this be a decent service? Not sure how much data MS Teams uses when not chatting a lot, basically just connected in case someone messages me. Outlook email also. When you hit the 2 GB limit and get soft capped, what actually does this mean? Just slower data but data still works?
cheap to leave 1 in my car so i can call weather channel forcast all day long.

Looks like a good plan, but I spent about 20 minutes trying to get a SIM card, and the site would either throw up errors or just stop working entirely. Tried multiple browsers, multiple checkout methods etc. I'll be curious to see if anyone manages to actually get this plan

Update: don't bother with the website. Install the app, set up an account there, then look for the option to buy a sim inside the app. That worked fine.
Their support and operations (e.g. website) are very bad. I gave up after using them for a few months. But can't beat the price.

Does Textnow work for OTP? I am thinking about using it as my primary number. But not sure if OTP or authentication sms from bank or other services would work on it??
I'm not 100% certain, but I use Google Voice for OTP without issue for most scenarios (like reservations, grocery store card, loyalty programs, etc). For ChatGPT, I could not use Google Voice or TextNow, I had to TracFone. I'd imagine it's fine. Good luck, brother.

If you want minimal cost to keep a regular number alive on a phone, look at Tello. $6 for 500MB and 100 voice minutes and unlimited text. If you set a reminder to renew a day before the auto renew, it is rollover data. There are referral promos that can get you some credit to buy a better plan and then you can rollover that data to a cheaper plan a day before the auto renew. It is on the T-Mobile network. I looked all over and that was the cheapest I could find.
