Yes, soft-capped means your internet doesn't stop completely.
In this case, the data will be very slow but with patience you'll be able to use messaging apps, receive emails, load maps, etc.
That said, I recommend MobileX (Verizon MVNO) for your use case - since you'll be using it for business, and don't need the roaming. It's about the same price.
Update: don't bother with the website. Install the app, set up an account there, then look for the option to buy a sim inside the app. That worked fine.

Let us know what the price for the data add-on is with tax! A screenshot would be amazing.
Tax included. I can't figure out how to black out my cc# but it says total due is 10.99 for the 2gb. I added data last year around this time for a month and tax was included as well. They charges sales tax on the sim card, so it came out to 5.34 (varies by location of course) but that was it.

I've seen reports that the non-premium data (so after 2GB) is only throttled to 1.5Mbps, which isnt great (higher than most though) but its good enough for most web use besides videos or downloads.
EDIT: Guy above said 1.5 Mbps after soft cap? Definitely good deal at $11 then. Idk what he's saying, that speed is perfectly acceptable for SD video streaming and decent quality audio streams. 128 kbps is the average with most mvnos after high speed data used if not straight hard cap.
I'd probably buy this at $11 over $15 Mint Mobile, if that 1.5 Mbps is accurate.

Surprisingly TextNow delivered consistently better speeds for me than Mint which I tried for three months. More often than not, Mint was unable to load web pages and apps would be unable to log in. I wanted to like Mint and tried so hard because of the price and signal coverage, but during the hours of 0900-1800, data was atrocious. I've never had that problem with TextNow and have been with them for longer than three months.
I was able to use the SIM on a locked ATT phone, locked Verizon and locked T-Mobile phone. It worked on all three Android phones even though the website says you need an unlocked phone. Currently using on a locked T-Mobile. If you want to use TextNow on separate phones you have to set up new accounts tied to different emails. You can't just order new SIM cards under the same account and plug them into new phones - it won't work. WiFi calling does not require a SIM though. Unfortunately, I couldn't use my Google Voice phone number with the "free" SIM since "2G like" data speeds were too slow (see below). You'd have to get a plan to make that work.
Don't plan on using this for business, it's just not reliable enough. Also, don't expect to use this as a burner phone to receive OTP texts. It doesn't always work. The ads aren't in any way invasive. The ads here are more annoying. Cellular signal is great though and I do get 5G UC in most areas. I see some posts online about "unlimited 2G" once any cap is up. I can tell you my 14.4 modem was better. The "unlimited 2G" speeds will at best load a google search page. Not sure if this is still a thing though since there's a post here about speeds being a bit faster than that after hitting the limit. Can attest the 'free SIM" version is still too slow to use as it's so heavily throttled.
Added bonus: US accounts work in Canada without roaming charges.
