You can refund the executive membership less the 2% cash back certificate at the end of each year if you don't spend enough so there's no real gamble other than waiting in line and having them issue a refund once a year if you don't hit the profit threshold.

Costco needs to either start banning members who do that or at least selling the returned merchandise at a discount to other shoppers.

The customer service rep told me it was for members who didn't place an online order since 2020. Sigh that's why I did not get one
