I recently took an ultra budget international flight and they have strict guidelines for carry-on:

12kg (26 lbs) max, 21" x 15" x 7"

But while they did weigh them, they didn't measure them. My guess is that any 20" carryon would be close enough. But a 24"/28" would get you dinged with a 50€ fee per flight per bag.

That's a rough dimension limit. I'd also probably prefer a softside bag for those carriers weighing bags since the small hardside cases are giving up a lot of weight for their size to the design. Last time I flew a super-tough discount carrier (Tiger Airways) they acted as if they were measuring bags with calipers and precision scales lest anyone try to get one over on them. In those cases I'd always recommend being safe rather than sorry.
