It means it has the T-Mobile bootloader. The phone will show the T-Mobile splash screen when you turn on the phone and you'll have to wait a little longer for software updates, as T-Mobile has to approve them first. The phone is network unlocked and will work on any carrier. It's possible to unlock the bootloader to switch to the standard Samsung bootloader (relatively easy) to get software updates sooner, but it more than likely won't be a big deal for most people.
It's the same thing that would happen if you got the phone from T-Mobile, payed it off, then decided to switch to another carrier.

Like others are saying on ebay. New can be had at $300. Used as low as $125. (FOR 128MB). No deal here folks.
