Confirm available and even has a price sign in Sports Arena, San Diego. Not too many tools available though. The HP battery set is also $159 but more tools are available

This isn't YMMV. This is an official promotion that you can find on the app on any tool screen. Problem is finding a location that has the battery (starter pack) in stock. Also there's a $199 starter pack that will get you a better tool.
Read better.

You need to find a store that still has battery packs in Stock AND has them on Clearance for $79. And also the Free Tool you want needs to be in-stock there too.

Home Depot's site showed that none of the stores around me had the $199 Battery starter kits in-stock. But Brickseek said the nearest store had 17 and it was correct.

The center aisle displays for Ryobi Days have been removed. You'll have to find the clearance battery packs and then walk over to the Ryobi section to pick up a qualifying tool. Store associate had no problem grabbing the items from the locked cages and bringing them to a cash register. They had a laminated 8.5x11 page of promotion eligible tools above the batteries.

Needed some extra batteries. Was able to order the battery kit and a plunge saw for $99 online. I will return the saw, comes out to $50 for 2 batteries and charger.

Cordless planer would have brought the batteries down to $45, but I couldn't get it to work.

Not as slick as a recent $34 deal, but might be an option if you need batteries now.

if we have made the purchase previously, can I bring back the battery and the tool to get a price match? since it is still within the return period.

Nope, YMMV is not related to stock. Otherwise every single deal is YMMV since deals easily go out of stock. YMMV means that you can potentially find the same products are your store for a different price. You know, like your mileage varying between 20 mpg and 30 mpg. Not between 0 mpg and 30 mpg.
If a deal goes completely out of stock, it is an expired deal. YMMV absolutely is affected by stock. Many posts show clearance items that are difficult to find due to being OOS at most locations and those posts are YMMV. Not being able to admit when you are wrong is a highly unattractive quality. I recommend working on that.

So I took advantage of this offer when it first started at $99 plus free tool. You buy the most expensive tool, return and keep the batteries for $34.03. My store still has the batteries, so today and went to do it again. I bought a tool that was listed as $99 (most expensive one they had) and the batteries for $79. Looking at my receipt, I can return the tool and keep the batteries for $35.06

So if you want to keep the batteries, you can do this for just $1.03 more than when the promo started. The real deal is if you can find a tool that costs more than $99, or if you genuinely need the tool you buy. Good luck!

Hmm, like in stock for $99 but not on clearance for $79?

In my experience if it's within a month you can do a "repurchase" with just the receipt, no need to even take the item with you.

If it is beyond 30 days but still within the 90-day return window, you could probably just buy a new set at the store and then return it on your original receipt. You could ask at customer service if they will still do a repurchase, but even if they won't, you should be able to do the above.
