Yes, you can rooted and unlock your bootloader while on EIP, I just unlocked bootloader about 15 minutes ago, that phone from January promotion, you have go to motorola to request unlock code, Please note. It will void your warranty for your phone and wipe off all of data.

I did 4 upgrades but only 2 two actual lines even though there are 4 shipping labels.

You can do multiple different promotions on the same line but can't do multiple same promotion on the same line.
