If you're going to spend ~$50 on a prebuilt combo, it should probably be that one. If you decide to splurge a bit in the future, you then just replace the reel with something better and keep the rod.

Be sure to stick with monofilament for those short dock rods--the eyelets will get abraded quickly by braided line.
I would start with 20lb to 30lb monofilament without knowing what types of fish you have in your area. Others can give more specific advice once you look up the species you expect to find and report back.
Expect to have to throw away the cheap brand new line that comes on these dock rod+reel bundles and replace it with fresh line. Also, these dock rods are not really meant for salt water, so wash them thoroughly right after use. The reels they come with are pretty cheap too and won't last more than 2 years, so keep in mind what you're really buying for $10 to $20 is the near-indestructible short fiberglass rod.
