Have someone else signup (spouse, significant other) and put them as primary and yourself as secondary (domestic) and it will work. As long as the primary hasn't had a membership recently.

It's actually against the law in my state for them to demand ID like that
Their own website states a govenment-issued ID is required for a membership:
Members are required to present a valid photo identification issued by the United States, Puerto Rico, Canadian Federal, State, or Provincial governments or any valid passport to sign up for membership.
