Have someone else signup (spouse, significant other) and put them as primary and yourself as secondary (domestic) and it will work. As long as the primary hasn't had a membership recently.

Does it mean you can't rotate between spouses to become eligible as new member?
Would suggest to logout and login again in Groupon, clear browser cache or try a different computer/mobile.
Note that you can still upgrade to Executive membership later. If you sign up for their citi card, you can still get the $50 digital costco shop card.
