You should be able to get by with the M1 iPad Air and the Gen 2 Apple Pencil. Unfortunately, the Gen 2 Apple Pencil is not compatible with the standard iPad models, so I would personally avoid those. None the less, it will be a lot cheaper to get the base iPad and gen 1 pencil. No clue on third party pens.
You can get a screen protector with a paper texture for a better drawing experience for ~$10 on Amazon.

Anyone with any special usage? Someone who is into software, like to tinker with electronics and such?
Some will say they use it for media creation, versus carrying around say a MacBook, and I would say those folks are poor decision makers.
Would be her first. She is used to old fashioned pencils and sketch pad but I'm thinking she would pick up on it pretty quick.

if you aren't a power user the only real reason to get one of the newer iPad pros is for the XDR miniled screen, but that's only in the 12.9 inch pro, not the 11. For the 11 inch the screen is basically identical across all generations
