This is one of the lowest prices I've seen on the 1030 Plus. I own this one, and the battery on it is excellent - a huge upgrade over the 1000, and a significant upgrade over the base 1030. Also, the reviews on the 1040 and even the 1040 solar, which are considerably more expensive, haven't been much better than the 1030 plus. I think it's a great buy at this price.

I have multiple rides planned and just got a Trek Emonda SL7 di2 bike and want to see my gears, power meters and cadence on the screen. Navigation will be nice as well. My Fenix 5 will most likely go in the drawer.
I concour that the 840's climbpro in freeride is great. I got mine for $300 from bike closet.
Was sold as open box but what I got was a sealed international/EU version. I was able to register it with garmin connect and load the NA map w/o issues. For my use, I would not change it for the larger units, but I understand that many people do prefer them.
I bought the 840 and had big issues with it. Near constant off segment alerts that I couldn't dismiss (when not near a segment), climb pro pop ups for 26000 mile climbs, it stopped recording mid race without being touched, other issues... Hoping it gets fixed eventually as most of my other fitness electronics are Garmin, but I sent it back for now, but now not sure what to do as the Karoo 2 sale has ended.
Quick Edit -- Oh, please clarify, but you're stating that the 1040 has an open course and the 1030 Plus requires a closed course for ClimbPro? Honestly, I'm not that familiar with this feature, so are you saying that the 1040 models have the ascent of every road in the United States and ClimbPro in the 1040s engages automatically without having to set up a course? I'm not totally clear, but that would be my guess...
Also, some mentioned "if you want a bigger screen, then..." as if the bigger screen is a vanity choice. Personally, I like the ability to add all of the legible widgets on the bigger screen such as Speed, Avg Speed, Heartrate, Time, Distance, Calories, Temp, Battery % (although this one is less necessary because the damn battery lasts so long, now).
The above said, I've watched DC Rainmaker's reviews on the 1040s and was really underwhelmed. The biggest things he pointed out were the new metal mount (which isn't necessary as the current mount is quite superb), and the new satellite acquisition technology that is dead accurate vs previous versions (which would be nice)... and finally in the much more expensive model, the 1040 Solar, those that ride really long century + rides or maybe ride on trails overnight might benefit from the extra on-the-go charging. That really does not apply to me, and I don't think it really applies to most bike riders.
Oh, and one last point... for those that just say "wait for the price to come down due to the new model,"... Garmin pricing has been like Shimano pricing -- it's quite sticky. Prices don't move that much, and they don't come down that quick. The 1040s came out and the 1030 Plus price barely moved... if anything, the older 1030 started to come down. Given that the 1030 Plus vs 1040 Standard Version are so close in features, it doesn't appear Garmin has felt the need to drop the 1030 Plus price too much. So, my point would be -- don't expect this price on the 1030 Plus to come down too much more anytime soon. I would fathom that the 1030 Plus will hang around until Garmin releases the (1050 version or 1040 Plus version) or competitors like SRAM's Karoo maybe make some big moves (heavily dropping the Karoo2 price after releasing the Karoo3 for ex).
Anywho, interested in everyone else's thoughts. I don't mind kibitzing about bike stuff. I've got a lot of money invested in bike stuff.
Are you saying that you weren't aware that the 1030+ had this feature, or are you arguing the ClimbPro in the 1040 variants is something different than that in the OP model?
