It didn't show up for me in the Offers tab in the app, but I did receive an email with the above offer about an hour ago. And I NEVER get any of the Starbucks YMMV offers I see here on SD, so I'm going to guess that this one is not targeted (but I don't know for sure).

Data point: I received the email but never had Venmo as a form of payment on my Starbucks account until today because of the promotion.
