How strict are the airline with carry on now a days? Most airline have 22 x 14 x 9 inches as measurements while this bag have the following at TravelPro, Overall (includes wheels and carry handles):
H: 23 in. W: 14.5 in. D:9 in

Why would anyone not want a spinner? Is it just to save on cost? I've been doing a ton of travelling lately and can't imagine using a 2-wheeler while juggling kids, etc.

Not as sturdy as 2 wheelers (doesn't matter much for carry-on though), harder to roll over the cobblestone streets of Europe.

We have one of these, it's very light (almost too light - doesn't seem durable but guess it is since it's a decent Travelpro model).

There is an inherent advantage to this type of luggage style where 2 roller wheels are nicely tucked on the sides of the bag itself compared to 4 wheels on spinners which protrude and add about ~3 inches.

Many people have commented that they have had no issues with this particular bag while flying Ryanair in EU which is very strict compared to US carriers. Maybe Frontier and Spirit come close to Ryanair.

Only two advantages that I'm aware of to a non-spinner. These are easier to pull across rough or uneven surfaces, and you do lose a few inches of luggage space with the spinner wheels.

I own 3 Travelpro Maxlite 4 suitcases and I bought them because of their great reputation and warranty. One has been used for maybe 5-6 trips and both grab handles broke off on my last trip. It's been in the shop waiting for warranty service for 3 months and counting. Another has a bad zipper that goes off track all the time but Travelpro won't repair under warranty. The pull handle on the third has degraded over time and become a gross sticky mess. I've really soured on the brand.

Azure Blue will stand out in a sea of black luggage, but, could be a disadvantage if the plane crash lands in a body of water.

The biggest problem of spinners are the weak wheels, which are completely exposed thus can be easily snapped off, especially by airport transporters. BTW this is not covered by airlines at all.

I once hopped islands in Greece and one luggage's spinner wheel disappeared at the first stop. After that, I only go with inline wheels.

This is the answer, I use both the 2 wheeler and 4 wheel spinner travelpros. The reason I have the 2 wheel like the one in this deal is exclusively for ryanair and easyjet in the EU. They make you stick your bag into that bin to check the size when it looks close to the maximum allowed size almost every single time. The 2 wheel 22" travelpro maxlite literally is a tight fit, anything bigger like the spinner travelpros would've failed and be required to check in. For the USA I use the 4 wheel spinner all day.
