Not weird if you are driving a company truck like US Postal that was manufactured in the 90s without CarPlay etc, I need to keep mine phone , USB speaker, earbuds charging all day, some trucks don't even have cigarette lighter plug.

Overvolting could damage the regulator at the phone's input. Realistically I doubt 12v would do it, since most phones run 12v these days, so the regulator would need some boost internally to go above, say for instance the boost circuit in a PD charger had something damage it and for some reason it started spitting out 400v instead of 20 or something. Yeah that may just fry it.

However, I have been using a cigarette lighter plug like this and it charges super fast, much faster than the built in USB.
