For the two adapters with USB-C plugs, you can trust them to outperform the industry average level and reach 2A in terms of power output and 5 Gbps for data transfer. As for the two adapters with two USB-A plugs, you can also expect a decent 1.5 A power discharge and a data transfer speed that's on par with the standard USB 2.0 protocol.
By the way, I have a large USB-A 3.0 cable to usb-c (Amazon Basics) and that made no difference in charging speed with my Anker portable bank charger or plug in charger. It has the blue part, has a larger usb-a and the cord is way thicker than 2.0 cords. It does transfer data much faster than 2.0.
I actually set my alarm to see if the "minutes remaining to fully charge" was correct when it said turbo charging and it was very close to it so it definitely delivered the turbo charging. I am talking about the adapter with the c to c cable.

they look well-made though, at least, and a buck each shipped always makes me wonder how they make money (when the base first class commercial rate just went up to $4.20)

And yes, USB 2.0 is the right expectation. I've gotten a 2.0 adapter when they say 3.0 (different brand, I skipped the review reading part and found out too late for a refund)
