First of all, it's TGP not TDP. Secondly, that's literally the maximum TGP the mobile 4080 can have, how much more do you even want?

You are technically correct but that will hardly make any difference here. Dynamic boost only applies if it is possible for the CPU to use less power during combined load which in 99% cases never reaches its full 25W bandwidth. You will only see anything near to that when running GPU only benchmarks. It is more important that the GPU is able to sustain its fixed TGP during combined load and as per the reviews, this one can.
