If you can avoid buying a Verizon phone, I would. I am travelling overseas with my Verizon S23U (supposedly "unlocked") and I get a error that Verizon won't allow activation of the other SIM card. It's a absolute nightmare. My Google Fi truly unlocked S23 has no such issue. Try to avoid the Verizon software phones at all costs!

Was it used past two months in the US previously? Verizon is now limited to 60 days after activation to qualify for "unlocking". It could be android thing as well since with Apple devices it would not mattered after unlock it becomes same as buying unlocked from Apple.

I've had the phone for 5 months in the US, so it should be "unlocked" from Verizon after the first 60 days. The problem is their software, after the unlock you are still stuck with the Verizon bootloader and bloatware, in this case it's preventing me from using another SIM card. The error I get when trying to load a 5G SIM I purchased in Taiwan reads as such:
"Sorry, your device can't be activated on another carrier's network right now. For help, contact Verizon at (800)-922-0204"
Contacting them seems to get me in and endless loop of them not knowing how to allow the activation while I am here (they don't have a network here). I'm not cancelling my Verizon plan, just trying to use another SIM card while abroad. The SIM works perfectly fine in a truly unlocked S23 we got from the Fi deal.
I went down the rabbit hole of Google and found a similar thread from way back with Verizon iPhones and a very similar error. The process in the thread is not working for me. Their answer was to add and international Verizon plan for my time here. I've had good luck with them as a carrier but this is ridiculous and puts me in a tough spot as I am supposed to be working a few weeks in Taiwan. When the S24U get's released, I am going to do a trade in deal on a device unlocked directly from Samsung, never again buying a Verizon phone.

Unfortunately (and fortunately) I am on a work plan. The good is I don't pay for service and get a new flagship phone every 2 years. The bad is that I am stuck with Verizon, and I need to go through work for issues like this (which is tough on a 13 hour time difference). I've previously traded in my phone midway through my upgrade cycle for a unlocked one by doing whatever good trade-in deal is available through Fi/Samsung etc. So, I'm stuck with this one until the S24U comes out and I can decide if I want to trade in for the new one. My work doesn't care, but they only buy us a phone every 2 years so it's on me with what I do with it.
Again, the bloatware and crap that Verizon installs is annoying as all get out. I don't understand why they'd want to spend time and effort maintaining their own version of software and not just use the unlocked phones directly from Samsung, like Google Fi does.
It was not unlocked probably from their network automatically then, not sure if it would work but for MetroPCS branded OnePlus and Motorolla after the sim was unlocked I first reset the phone with their sim still inside and it loaded their apps and bloatware automatically, I then tried removing the sim and resetting without the sim inside (using only WiFi for initial set up) and it loaded clean Android without Metro apps while still showing unlocked status for sim.

All good advice. Unfortunately a factory reset on the device isn't a great option while I am travelling and needing the device and everything on it. Not even sure if it would work because a factory reset puts you right back on the same Verizon version of Android.
I'm not sure about MetroPCS software, but without rooting the Verizon purchased devices (Samsung at least) you can't remove their crap. I really didn't expect this issue or I would have reached out to Verizon to do whatever is needed on the carrier end prior to leaving the states. I figured that it's unlocked at 60 days I shouldn't have to worry, that's my mistake.
Again, if the prices are the same to buy a truly unlocked device or one through Verizon, I can't recommend buying the VZW version. I'll be watching the pre-order deals on the unlocked S24U thru Samsung and spend a few bucks to not have this headache next year when I come back.
