However, there's something to be said for front USB ports that aren't directly integrated onto a motherboard.

This is particularly noteworthy since, starting with the 11th generation, the turbo/boost functionality has been a key method for Intel to continue delivering significant performance gains over prior generations.
Personally, I'd either opt for a potentially lower cost system optimized for a given power target (something like micro form factor Dell PCs equipped with T-series CPUs) or comparable-cost systems capable of delivering maximum labeled performance for the cost (which likely means FlexATX or custom power supplies).
