For reference, and as documented in a number of Amazon reviews, here's an example of an American Tourister [amazon.com] brand bag that meets the strict 8" depth measurement required for personal item. Consider that American Tourister is a subsidiary brand of Samsonite (positioned as the tier immediately below the flagship Samsonite brand). Also note that this bag has previously been available on new on Amazon for under $60 on Amazon a couple of times just this year (I have an alert set).
However, my current favorite I've been using on Frontier is this American Tourister 18" kids bag. This bag is a perfect fit in the sizer, while also being as large as possible in most every dimension for personal item status. The only downside is the lack of a side handle to make removal from the personal item sizer easier, as well as the lack of a strap on the back for stacking as the top bag (when you're trying to roll along with 2 or more personal item bags).

Cheap clothes and stuff stores in the USA. Usually in strip malls.
The carry on sale price is normally 70-80 bucks. For this 24" check in to be the same price is great.

The Olympia U.S.A. Under The Seat Carry-on is another popular style of off-brand underseat bag available in this deal which also works great as a personal item. I'd note that this particular bag is actually cheaper shipped and sold directly by Amazon (clearly the result of some third party seller at woot! doing some profit-taking). Look for ASIN B071NDRQZ7 at under $60 on Amazon,
The good news is that either design is a perfect fit for the personal item sizer. The only downside is that, as soft sided bags, you could overstuff either bag to the point that they might not fit cleanly in the sizer. As such, I'd always recommend that you consider packing this kind of personal item bag carefully in advance. If you want to avoid this challenge, consider the kids hardside model I linked above.
Also, as these are pretty cheap, commodity bags you may want to bring along a webbed luggage strap just in case the zippers decide to fail early. The two problems I've had with this kind of bag are zipper failure and wheel failure.
