It's for the 15. Look at the photos more closely for the regular 15 and the 15 Pro.

The regular 15 has the switch, the 15 Pro has the button. Each case has the appropriate design for the switch vs button.

Cut out is one thing but is it functional with action button in mind? Most 14 cases work with 15 iphone but not all have been designed with the function of the action button.

No, I don't see any way that the plastic interior will scratch the glass. You probably are assuming that it is the raw magnets facing the interior, but that's actually a black plastic coating to keep the magnets in place. You can see what the magnets actually look like in their 3rd product photo.
