The batteries in all these power banks are 3.7V, but USB charging occurs at 5V. This means that every 10000 mAh battery pack has a usable maximum of 7400 mAh (10000 / 5 * 3.7). Then charging inherently incurs efficiency losses – about 20% on average – meaning you can expect the final (or "rated") capacity of pretty much all 10000 mAh battery packs to be around 5920 mAh (7400 * 80%) – though some are more or less efficient than others.

Not entirely sure that pertains to what you were seeing, but hopefully it helps!
I only got 26.55 Wh out of this in my initial test ([email protected] discharge, which, uh, is also less than the rated 20W; it can however do [email protected]).

It's labeled for ≥ 75% efficiency and ≥ 37 Wh, so it's either < 72% efficiency or < 37 Wh, either of which violates the text on the unit itself. I'm charging it back up now to see if we can wheedle out which it is, but this isn't a great first impression and I'm probably returning it.

edit: charging it back up at 5V@2A cost 39.3 Wh. I got 31.6 Wh discharging at [email protected]. So it seems like the efficiency is just bad.

edit 2025-03-01: this thing is just trash now. I don't know why I didn't return it. I can barely get half of these numbers out of it now.

so which brand or style is good for max efficiency
I got one from Monoprice and it has been good for me...never tested the actual output but it seems to hold up to it.

I have this one, and it's fine. Don't bother verifying the actual capacity, but it works well enough for me.

Not gonna get another because I want dual USB-C input and output and to completely dump the micro-USB port. I wanna be able to plus in the powerbank with a USB-C cable AND charge another device from it with a USB-C to USB-C cable. That only seems possible on larger capacity power banks for the moment.

10k isn't great, spend a few more bucks for 20k
20k is too heavy to carry around, I think 10k is the perfect size.

Did some testing on the one I just got using FNB58
Charging the power bank 0-100% - 8680mAh 42.95Wh
Discharging the power bank 100-0% at 5V 17W using resistor pack I got 5435mAh 27.61Wh
During the discharge at 17W the power bank got hot so the power conversion is not very efficient and some of the capacity dissipated as heat. I will do another test at 11W.

UPDATE
I did a test at 11W and got 5984mAh, I will be keeping it since that is in the acceptable range.

Compare this to my 6 year old 10000mAh Anker slim bank
Charging the power bank 0-100% - 6966mAh 34.45Wh
Discharging the power bank 100-0% at 5V 11W using resistor pack I got 4810mAh 24.28Wh

I thought this was a better deal, slightly apples/oranges, but a 26800 power bank, max airline limit, $12 with clippable coupon:

Picked up one of these for around $15 for for traveling to Japan etc this summer and it's good for that purpose. It charges quickly and enough capacity for two phones plus light enough to carry in a backpack for walking around all day.
Not sure about longivity but so far it's holding up. No complaints.

Price seems too good to be true. All of the reviews are "sponsored." Hard pass for me.

For what it's worth, this Anker one is about 30% lighter, which is a factor for backpacking, etc. I see a price of $12.59 after coupon.

I was considering this one was and noticed the same situation. Hard pass, as there's no actual purchases. Will look at Anker.

Whats the voltage of a typical phone battery? I thought most were 3.7 volts nominal.
