Tools Direct on eBay is currently having a 30% off sale. The savings show up after adding the item to your cart, no promo code is needed. The expiration date is listed as 5/21/24. All options are limited stock so I am sure the best deals will sell out long before that. Everything ships free. This is Liquidity Services Inc, the same people that run Secondipity. If you go to secondipity.com you'll see almost the exact same tools listed. They aren't official linked to homedepot, but Im guessing they have some sort of agreement to purchase some amount of HD tool returns in bulk regularly as they sell hundreds every week. Most of their stock is Sony refurbs/ Hd returns/Old target clearance & returns.
They restock randomly throughout the week usually between 9am-Noon. I have bought probably ~12 tools/kits from them and only had to return one for being a broken item. They are indeed selling Homedepot returns/priced out clearance, so you may end up getting anything from brand new never opened tools to slightly used tools or broken tools.
I havent had a problem requesting a refund from them. The one broken tool I bought was a nail gun that someone clearly used and jammed a nail in, them gouged it up trying to get it out. I requested a refund, got a free return label/shipped it the next day and was refunded 2 days later

This has been my experience as well. Bought probably 6-8 tools one they sent me the complete wrong items on but no questions asked they accepted the refund. I've gotten lucky all but 1 tool was new in damaged box, the last one was lightly used.
Their items can be hit or miss. Over the past few months, I have placed about 20 orders. All of them were Home Depot returns with Home Depot RTV (return to vendor) stickers still on them. About 5 of those were brand new and pristine. Another 10 were either like-new (but used), slightly scratched, or had damaged packaging. The remaining 5 were either defective or missing parts and had to be returned. Returns were easy. However, after the 5th return, I was blocked from buying from them again.
