I had the opposite experience. I think this is an excellent art kit that actually has all the different colors of paint you need. They even have the very subtle difference of blue to make Bluey look like Bluey. We haven't made them all yet but it really seems like they really thought it through to make sure you have enough paint for all the characters. Like for instance making sure you have lots of blue and brown in large bottles. Don't pay attention to the number of pieces as they could a small rectangle of plastic as several pieces you can freehand. But it does come with all four of the heelers and Lucky's dad and rusty I think.

Pro tip. It can be difficult to make sure you use the right shade of brown and blue for the right parts of the characters. Kids will need help with this part. They should have labeled the paint and had it match up with the parts to make it easier. You're just guessing based on the picture on the box which is not too difficult. It just would have been nice if they did that extra step. Also the easiest way to do it is to just dump a bunch of the paint in each section and use a toothpick to spread the pain into the entire space. Give it a decently thick layer of pain because it will dry clear so you need a good amount of paint to give it a nice deeper color.
