the is a return of a previous promotion that ended in july (i think). last time it was $10 off $10.01+ purchases. this time it's $15 off.

Umm. Except that just means youre eligible for the possible redemption, not that you have one available.... If you have used it already, its done.
This is the first time it's said I'm eligible but didnt work - i honestly had no idea that was a possibility. Every other time, if it says I'm eligible, it works.
