I went to the Spectrum store which carried mobiles. Unfortunately the store's phone number is not available on the website, so we can't even call and check. I just went to a store where I remember carrying a separate phone section.

The location in which I bought my phone is 190 E Stacy Rd Stes 1714 & 1715, Allen, TX 75002

Maybe check the store pictures in Google map to see whether they have dedicated mobile section in the store

Other than not getting the trade in credit, if I choose to not send my trade in phone to Spectrum after ordering, would there be any sort of penalty?

Just pay full price if you not going to ship the trade-in device. this is slickdeals. not scamdeals. To answer your question, no penalty. They only bill you the full price of the phone.

I did this in-store today. The rep took my trade-in phone and charged me in full i.e., 399 plus tax, and said that I would receive the trade-in credit once my phone reached assurant. I then called customer service, the rep was very friendly and said he was not able to unlock and it throws an error that the phone has to be active for 60 days before requesting unlock, he suggested I speak with the payments department to see if they can help and they confirmed there is no way around the 60-day rule as well.

they are supposed to take the trade-in device from you and give you instant discount. did you asked?

Yeah they said that the trade in will be processed once the device reaches Assurant. I have had the same store process instant credit when I did the s23 promo.
