Im on the fence because this is permanent. I thought it was supposed to be chalk and easily removed once done.

Is this useless without a chalk reel, or can it still make decent lines if you try to pour it straight onto the ground from the bottle?

You can definitely pour it out and manually make lines.
The problem with that is that your line will be a mound of chalk that can be dispersed by wind and feet and create a whole "permanent" mess. It would really be best with a chalk line that can make the line as thin as it needs to be.
