I have an external 4TB SSD that can be used for development tools, etc. Not sure if the CPU and RAM are sufficient.
EDIT:
I found a blog that says this machine would work for app development, but with many limitations:

I had a Macbook M1 with 8GB/256GB that I used for Flutter development (iOS/Android) as well as for Office tasks. I constantly had to close Outlook/Teams/Firefox and other apps just to move things along as builds would sometimes take forever. The machine would run out of RAM and would keep swapping to disk which would bring everything to a crawl. After a few months of this I couldn't take it anymore and upgraded to a 16GB/500GB Macbook Air. It's been great ever since.
So, unless you're really strapped for cash and are willing to trade a lot of your own time for a few hundred bucks then get one with at least 16GB.
Storage is a bit easier. It depends on what you're storing and whether you're willing offload big files to an external device. But keep in mind that XCode can quickly grow to several hundered GB's so it will be a tight fit with 256GB. You can clean things periodically but it also becomes a constant nuisance. 500GB is the least I would recommend for a long term XCode development.
