You are correct, but morals in our current environment seem to be a thing of the past. People will lie, cheat, and steal for a good deal. Our society needs to adjust its moral compass. The fact that this "deal" is okay with SlickDeals, along with the thumbs down you are getting (and I am sure I will get) speaks volumes.
I figured I would get tons of thumbs down and ppl trying to justify it. A lot of ppl on SD will sell their families to save a buck, haha.

Could I do this more than once or would they blacklist me or something? I don't have many Ryobi batteries, and this deal would be great to add a few to my toolset.
Last time I did this. The person doing the return looked me dead in the eyes and threatened me saying home Depot will eventually find out and I'll be in trouble. It was hilarious
When I do the pickup on battery and shipping on chainsaw it says "Please make sure promotional items have the same delivery or pickup options and try again".
How to get past that?
Just get them delivered to your house and return the tool to a store. Returns are pretty easy; go later at night for a return if you have any anxiety as late shift workers care even less. For me, a return is better than not picking up an online order as I've had my order sit at a store a looong time and not get automatically cancelled; I finally picked up that order and returned it.

Do i order both for shipping or store pickup?
Your choice but I'd do shipping. Then it's just one trip to the store for the return.

My store wants me to return both the items I cannot return one only
Your three options are (1) try the return at a different store, (2) return it at this same store at a different time (late in the day, see reply above), or (3) simply return both items.

please explain how to...
You buy the $99 battery and add the most expensive "free" tool which is currently the $149 blower or chain saw. Home Depot will prorate both the battery and tool to equal $99. So the battery would be $40 and the tool $60. Then return the tool and you end up with a $40 battery kit.
I work developing websites. They know. Trust me, their db team and fe and QA team should know. Lol all these years of doing this and it's still possible only means one thing . If they did any analytics on sale vs items and money isn't adding up, they will know. With a simple db query they will see all the cancellations.
it would be very easy to add logic sproc to not allow cancellations under certain conditions or even in the fe , unless their development team is incompetent, but I doubt that.
some money is better than no money.

I contributed to the 10 thumbs-up. I got the 6" pruning mini chainsaw.
Combining with one of the $149 items instead (leaf blower, right-angle grinder, or pruner) only increases the price by $1.52 to $39.52.
