In general? A combination of the graphics card and the output ports used.
For example, on a typical Dell Latitude that has at least thunderbolt 3, the output of TB3 is about 40Gbps and more than likely, the graphics card can transmit that via that one single output port so you can get a dual 4k/60 thunderbolt adapter or dock (most easy to find config for that would be dual displayport out 4k60) and it should support it (if it doesn't, check if it's a MST or dsc issue). For another laptop, you could use a combination of ports such as two USB 3.2 gen 2 ports or some display over usb c ports or hdmi/dpi out ports.
This laptop specifically you'd have to check the actual spec sheet (you can never trust best buy's) - the USB 3.2 Gen 1 Type-C port (data only) won't support video out, the HDMI port is HDMI 1.4 so the very interface itself won't support 4k60, and the only USB 3 USB-A port is only 3.2 Gen 1 so it won't support 4k60 either (or at least not to my knowledge); all in all, zero 4k/60 external displays with this laptop.
15.6" FHD touch screen. RAM upgradeable to 16 GB for anyone wondering.

It's kind of a toss-up between the two, performance-wise, though the Intel system doesn't have a touch screen if that matters to you.

EDIT: The Intel system also has less storage space but newer/faster Wi-Fi.

I would rather get one of the dell refurb with the 8th gen intel cpu. True, this inpiron has better cpu but that's about it.

The refurb dell latitude usually have full support usb-c with DP and DP as well as backlit keys and better built quality and also cheaper

There's not a lot to differentiate between these cheaper laptops. Attached is one site comparing the i3 CPU in the Lenovo against the Ryzen 5 7530U in this laptop. This Ryzen CPU is better in almost all aspects but it's hard to quantify what that difference means for the use case of a high schooler. It's not like the Lenovo laptop will take 5 seconds to open a new browser window whereas this does it instantaneously. I'm guessing most things (opening a google doc, playing a youtube video, etc.) are probably going to be nearly indistinguishable between the two laptops in a normal use case for your high schooler.

And fwiw, I can still buy this laptop for in store pickup at a number of Best Buy stores around me that has stock.

I strongly disagree. The Dell refurb Latitude and Precisions are at least 5 years old so, while definitely usable, are outdated machines and the new generation processors run circles around them. They are also typically off lease machines that were used heavily in a business environment so even though they have better build quality, who knows how heavily they were abused or how much life is left in them.

These consumer grade Inspiron machines are just fine, especially for this price.

i bought two Dell Lattitudes refurbished, like new, not heavily abused et al. if the battery below 80% they will send another by email request.

both of mine were condition A, but many are happy with condition B. these refurbished are a fraction of the new price and are good for 99% of users. if you need Work Station performance, then look at the Precision line of Dells: again a Fraction of the price of new.

this is what we do at Slick Deals, a refurb dell with a coupon is about as good as it gets, unless money doesn't matter to you.
