I don't think the terms changed. If you look in this thread from yesterday someone experienced the same thing. They said in the suburbs it didn't work at certain restaurants so you probably have to try another area. It's probably the areas they feel are struggling with foot traffic that qualify. Uber Eats have limited coupons to certain areas before and sometimes they're YMMV.

Nope, terms changed in NYC for pickup as evidenced by my saved carts that worked yesterday but don't today. This is very much dead for all for pickup at any restaurant in any area with any code... delivery only now, as was inevitable

The terms are identical now to what they were yesterday. The promo still applies to pickup orders as evidenced by...um...well the fact that it is still applying and working.
