Gamestop has their 4/$20 and 4/$40 sales on pre-owned games going again both online and in store. Games must be under $10 to qualify for the 4/$20 and under $20 to qualify for the 4/$40.
With some games (Callisto Protocol for PS5, for example) it would be better to buy them new as they're cheaper new than pre-owned. In this example it's $3.75 new versus $14.99 pre-owned.

Not to mention you avoid having to get to $79 to get free shipping or paying the $7.99 for shipping if the order is under $79.
Though if the game(s) you're ordering online are newer ones (and they usually aren't for sales like this) then you might have a shot at getting something in good condition.

Has it EVER worked? I've struggled with that inventory baloney every time I've tried to order from there, off and on for 15 years

7 day return policy with receipt on preowned games. If you buy a game online I believe you can return it in person at a store.
As others have mentioned, browsing & ordering from GameStop.com or the GameStop app is awful. Their filters frequently don't work properly, forcing you to wade through dozens of games on the wrong system or at the wrong price to find what you want. It costs them thousands of dollars in sales annually, but they never fix it. You're better off going to a store and speaking directly with an employee to find what you want.

My local gamestop gave me no issue in the return. If yours does, I would just head to another location or just process the return straight through online.
