Graco Extend2Fit 3-in-1 - is the next best one in Graco, it allows babies to sit in rear facing for extended period of time. It has some tray kind so that baby can put his/her legs. Sticker price is $249
So Costco one is combination of Extend2Fit + 4Ever DLX (I believe sticker price is $379)
Ideally, if your kid has crossed age of 2 or 2.5 yr old and if he/she already started forward facing, then you don't need Extend to Fit.
Research shows, it is more safe to keep the baby rear facing and some countries in Europe make it mandatory to keep the baby rear facing till they turn 4 year old (read from another slickdeals comment) !!

I've never had a rotating one. They do look really convenient if your kid is really fussy about getting strapped in, if that's important to you. My kids and I aren't too picky so what we have works.
