If you're happy streaming then sell the LG, sell your Blu-rays, and don't look back! And definitely don't buy one of these.

This is for people that still want to use disc media. Usually because they want the absolute best quality audio and video. No streaming option currently available can consistently match 4k disc quality.

That said, streaming is pretty good these days and it's definitely more convenient not to have to mess around with buying, storing, and loading discs. So you're not wrong to have a preference for streaming, you're just wrong if you think a preference for physical discs is completely pointless.

I recently inherited a 200+ dvd movie collection. I took them but shelved them for the time being. If was to purchase this 4K player, would this player do some kind of upscaling so those standard dvds would look better, or is this dvd player is an overkill for my needs, and another cheaper disc player would meet my needs similarly?

For DVD playback only, I don't think it will be worth it since DVDs are much lower quality than standard (1080P / FHD) Blu Ray, let alone UHD Blu Ray.
I doubt any upscaling can help when the original DVD quality is far lower to begin with.

For DVD playback only, you may as well just get a basic Blu ray player for a lot less.

If you also have Full HD (1080P) Blu Ray discs, but not UHD Blu Ray discs, then the player decision becomes more difficult since upscaling of 1080P Blu Ray content to 4K might be worth paying more for a nice UHD Blu Ray player. Perhaps the UB420 would be a good bet in that case (since it only lacks Dolby Vision and not sure if that even matters if you're only upscaling 1080P Blu Ray media to 4K / UHD and not playing UHD Blu Ray discs).

Will let others chime in (since I am not an upscaling expert by any means).

Probably technically better compared to an old DVD player with HDMI. But I wouldn't expect miracles. Most DVD's would still look like ass even upscaled due to ancient mastering and often incorrect framing (the dreaded "full frame" 4:3 DVD's). Definitely wouldn't recommend for that purpose. You basically have to get 4k/UHD discs and be a cinephile for this to make sense. You'd have to have at least some interest in 4k/uhd discs.

Can always get a 4k upscaling blu ray player for much cheaper than this deal. Blu rays often still look quite good upscaled to 4k, but not DVD. Again, the reality is if the intent is to watch DVD's it's not going to be worth it 95% of the time. But at least then you only invested $100-150 rather than $350-450 for this higher end player.

People who care about image and audio quality are buying these. Just because you have low standards doesn't mean everyone else does. You're the problem. You're part of the "it's not for me, so it's not for anyone" crowd.
