They use NUC digital OEM licenses (not transferrable) which are tied to the UUID of the machine stored in the UEFI in the BIOS, however with these Chinacom devices they don't ship the key sticker so to be safe I normally activate the shipped Windows on the box to associate it with your Microsoft digital id first, then blow away and install fresh. This way the license is stored in your Entra ID w/ MSFT and associated just in case.

When you do it before blowing away I typically extract the key:
wmic path softwarelicensingservice get OA3xOriginalProductKey

This is all overkill but if you get into an issue at least you have multiple levels of recovery available if you have to deal w/ the OEM or Microsoft.

Personally I don't use Windows myself anymore as of 11 but I do sandbox it for work purposes along w/ their spyware apps (aka Office) and other commercial apps.

How safe are these for work etc.? I keep reading that these types of systems can have hardware backdoors and spyware embedded on them. Don't know if true.

Generally if you reinstall windows to the same computer Microsoft can tell its the same computer and will use the existing license from the manufacture.
TLDR: you don't need a new license.

This deal could also be compared with this current Front Page deal for a mini PC with similar specs but 32BG DDR4 for $325 (about $35 cheaper, which is comparable for the RAM difference imo).

At minimum you should be fresh installing the OS on any prebuilt machine you buy, even known brands. There used to be a way to dump bios's and make it readable so you could see if it phones home, but I don't know if that's still a thing.

For sure can. When in doubt go with a reputable company and have your organization implement a supply chain vetting program. Look up HBOM hardware bill of materials. A framework put out by CISA on this topic.

Hi, do you use the serial number of Windows coming with the new-bought PC for fresh install? Or do you need to buy a copy of Windows and use that serial number? TIA.

There are two levels you are talking about. Personally I wouldn't worry too much about hardware sideband attacks. Software is a different gig.

1. Hardware sideband attack. This is not very likely as these types of attacks are more likely if you have a BMC (which is in server hardware), and even when the press talks of these they are usually bs (go look up Nutanix Supermicro debunked). Without a BMC this is difficult as the OS is signed, however not impossible. If you can generate your own keys, even better

2. Software spyware - Very likely. When we talk about spyware there are also two levels. Microsoft spyware (which you cannot avoid unless you dont use windows) or OEM added spyware/telemetry. You would be shocked how much Microsoft gathers. So table stakes is Microsoft spyware, and if you join your org w/ Entra the policies can be mitigated if your license is upgraded to enterprise, otherwise YMMV. To escape the spyware from OEM, install a fresh copy of Windows and use commercial drivers, not from the OEM website.

Yes this takes more time, but it is safer.

yes, the AMD has better graphics and runs on lower power

but, the Intel has better video transcoding and also better for video editing work.

Ah, I see what you're getting at. Focusing on hardware attacks, it makes sense that they're less of a concern without a BMC. And for software, it's a bit of an eye-opener about the amount of data Microsoft collects.
