The phantom spirit matches or exceeds the noctua nh-d15 (noctua's current flagship model) in most circumstances. The videos linked by both the OP and I compare the phantom spirit against a variety of coolers, including the nh-d15. These comparisons are under standard mounting circumstances, I'm not sure how they compare when using noctua offset brackets. Either way, the best price a nh-d15 has been is ~$80, more than twice the price of the phantom spirit. While there are reasons to go with a noctua cooler, such as fan reliability and noctua's exceptional reputation for supporting coolers many years down the line, the price difference is far too stark to make it anywhere near worthwhile imo. Noctua plans to release a successor to the nh-d15 in 2024, it's possible that future cooler may offer significantly higher tier performance once it comes out.
I'd say so, Deepcool was the value king undercutting Noctua. Thermalright seems to be doing the same thing to Deepcool now. If you care more about the aesthetics deepcool fans are a better bet and they're also highly rated.

This is the first time I've seen this cooler on sale, though at only $1.91 cheaper than its normal price of $37.90 this sale isn't terribly impressive. That being said, the phantom spirit is the best value cooler currently available on the market. The tf7 thermal paste included with the phantom spirit is perfectly serviceable, so there's no need to purchase thermal paste. If you need a cpu cooler I highly recommend this one.

What's the difference between this and peerless assassin besides maybe the RGB? Looks like pretty much same thing, and peerless assassin always been about this price.

PS120SE is shorter at only 154mm and slightly beats the PA.
